Achieve your ambitions - join us at JLL!What this job involves:We are currently seeking a Cost Manager (Quantity Surveyor) to join our growing Commercial Management Team in Project development services, JLL Taiwan.JLL’s QS team support our internal Design and Build team with conceptual and detailed milestone cost estimates, design option reviews and value engineering, accounting and forecasting, change order reviews, and more.You will be reporting into a Commercial Lead of the PDS team. As such, you will need to demonstrate experience with delivering projects as well as the ability to manage and build relationships with internal stakeholders, clients, consultants and contractors alike. You will be supporting on bids and engage with other areas of the business.The ideal candidate will have a technical and experience-based Quantity Survey / Construction Management background. MRICS is preferred but not necessarily mandatory for the right individual.The candidates will be responsible for:Pursuits and Sourcing
- Assist in establishing of client’s requirements.
- Prepare bills of quantities (BOQ) by means of coordinating with all related parties (Design, Procurement, Construction Management and Finance)
- Assist in pricing and analysis of direct and indirect cost for the BOQ items.
- Scrutinize and review of tender drawings/documents for discrepancies, identify additional BOQ items/scope and incorporate within the proposal or tender offer
- Lead and undertake feasibility cost estimates and detailed cost plans
- Understand & communicate risk associated with design proposals
- Liaise with parties regarding ambiguities contract work scope and seek clarifications there to.
- Collaborate with the procurement team for procurement strategies, tender and RFP documentation
- Analyze and compare quotations received at bid stage and participate in reconciliations with contractors and subcontractors.
- Provide value engineering services and design option reviews.
- Identify better buying, value management and supply chain opportunities
- Prepare project budgets and maintain up to date and accurate cost plans throughout the project lifecycle.
- Submit and negotiate contract variations, additional works, snags and maintenance orders.
- Check and review the site requisitions and compare them with the approved Bill of Quantity (BOQ).
- Visit site as and when required to take measurements and monitor progress.
- Analyze and recommend subcontract payments based on actual progress and valuing completed work and issuing payments requests to Finance.
- Research local market pricing for material, labor, and equipment using published documents, historical data, and performing market studies.
- Undertake data collection to support benchmarking and knowledge Management
- Be a team player working with Procurement Manager to grow the Commercial Management team.
- Minimum of 3 to 5 years as a Cost Manager (Quantity Surveyor) or similar role in the commercial fitot industry.
- Diploma / Degree in relevant field. Preference towards Quantity Surveying, Architecture, Engineering, or Construction Management.
- Strong written and verbal communication skills in both Chinese and English, along with presentation abilities.
- Highly organized with strong analytical skills.
- Extensive knowledge of MS Office applications. Knowledge of other estimating software is a plus. Strong computer skills with an emphasis on spreadsheet programs such as Excel
- Strong working knowledge of architectural/Interior design drawings and planning concepts.
- Independent, self-motivated, flexible, responsible and willing to work to deadline and within time constraints
